Where there is insufficient room for a proper approach lane to an advanced stop line (ASL), a tapered lane like this can be useful. It encourages drivers to keep a bit further from the kerb.
Here there is actually plenty of room for a proper approach lane so it ought to be provided. There is a cycle lane just behind where I am, within a bus lane, although both the cycle lane and the bus lane are too narrow for comfortable cohabitation.
