ORIGINAL REPORT:
This is an example of incompetent cycleway design which has been bodged up.
This road closure had pathways for cycles, but the gaps between the bollards meant it was abused by motor vehicles forcing their way through. The response has been to plonk bollards right in the middle of the cycleway. That will cause problems for bikes with trailers and mobility scooters. Surely a better solution would have been to rearrange the bollards so that the gaps were narrower without blocking the cycleway.
