See #49228 for the taxi blocking the westbound cycle lane ... And meanwhile, looking in the opposite direction, this range rover chooses to ignore the stop line (as so many drivers do) and pulls forward. He is blocking the entrance to the College, he is blocking the path of the oncoming vehicle, he has pulled into the cycle lane so he is blocking that too, and he hasn't gained anything because he cannot proceed until the car that he is obstructing gets past him. It is the same, every school day of the year.
